My cousin (22/m) keeps asking my grandma (85/f) if he can move in with her and she keeps saying no. How does she get him to stop?

My cousin keeps asking my grandma if he can move in with her. My uncle (his grandpa) is like "yeah we can put a bed in grandpa's old room. It won't take anytime at all to move him in." My dad owns my grandma's house and he said no.

My cousin keeps calling my grandma nonstop for the last week or two asking if he can move in. She keeps saying no but he keeps calling and stopping over. He just came back from Texas after breaking up with his girlfriend. He lived with his parents for a little while after coming back. However his parents have 8 kids and he got kicked out after coming home drunk all the time. He apparently is living at his manager's house.

My grandma suggested for him to move in with my uncle (his grandpa) but they already have one of my other cousins, my cousin's wife, and their two kids living there.

She feels bad for him but she doesn't want him living with her. My dad plans on renovating the house and turning my grandpa's old bedroom into an office and the upstairs into an apartment for me.

How does she get him to stop?
