My (23F) coworker (47M) gave me his cell number so we could talk "off the radar". Should I be concerned about his behavior?

My coworker and I talk often in the office, including about my yet-to-be announced promotion. He said he feels he has to be secretive when we talk as it hasn't been announced yet, so he gave me his cell so that "when we talk, it's off the radar."

For context, we have worked together for a year; he regularly stops by my desk to talk to me and often stares at me. However, he is easygoing and friendly with everyone. Is this inappropriate/crossing a line? The age gap especially?

tl;dr: older coworker gave me his personal cell, is it crossing a line?
