Looking for advice on how to deal with neighbors who put all of their trash cans in front of my house and then take my trash cans into their yard after it gets picked up. They have about 5 cans (trash and recycling) that they put next to my trash (1 trash can 1 recycling) on trash day. My yard is small, my house is small, and all the trash cans take up half the front yard. They have a front yard of their own.
I have one roommate (24F) who also is trying to reason with these people. We started by knocking on their door and asking them not to put it in front of our house. A girl answered nicely and explained it wasn't her who did it but she'd let the other person know. The next week they're in front of the house again. My roommate and i have long days and I got home around 5 and our trash cans were gone. I checked and they took them. I didn't care and got ours back from their yard. It happened again the next week (with the cans still in front of our yard). I painted big bold house numbers on our trash cans. The next week it happened again.
We tried to knock but no one was home so we left a note saying to please be more careful, our trash cans have our house number on it and they are smaller than theirs. Today they left a note on our door saying that it's not a big deal and that we shouldn't be so annoyed by it.
Maybe this is a AITA post? What should we do? (pro revenge ideas welcome as well as ethical means)
EDIT: I live in a college town with townhomes.
As long as it is a city assigned garbage bin, the men working will take all on the street and unload them. I don't think they keep track of who pays garbage or not? Pretty sure garbage is "free" in that regard

TL;DR: neighbors keep putting their trash in our yard and keep taking our trash cans, we tried to talk to them about it and they say it shouldn't be an issue in the first place
