My sister (25F) wants me (24F) to give her 15k to invest in the company she works at. But I'm not really comfortable with this

Tldr; my sister wants me to give her 15k to invest in a company she works at. I'm not really comfortable with this idea to be honest. Am I a bad sister for not helping out?

So my sister works at a startup company, and she and other employees have the chance to invest in it. However, my sister doesn't have the best track record with finances and is trying to recover from having to pay some debts. She's asked me if I can help her out and be the one to contribute most of the money to the investment, while it'll be in her name. She also said she will contribute a bit, but not even half of the sum she's asking for.

She said she'll pay me back a certain amount every month. But she does still owe me some money from a while ago which I haven't seen anything for yet.

Am I a bad sister if I don't want to help with this investment? This could be a huge great deal for her, for us, in the long term. But I don't really want to give her any more money, especially something ridiculous like 15k, when she hasn't paid me back yet for other things. And I'd rather keep the money in my savings than give it away with no guarantee she'll pay me back.

Right now I feel a bit guilty for not wanting to do this, or even a smaller amount right now. Im worried she will resent me. So feedback would be awesome. Thanks!
