I [21F] live alone and my friend [18F] needs a place to live and wants to move in, how do I tell her no?

Okay so I live alone in a one bedroom apartment. In the last year my friend has moved from place to place until she landed with an emotionally abusive boyfriend she know lives with. I’ve helped her get on government assistance, as well as finding a new job with me (which would’ve given her a living wage) in which she has turned down both. Her previous living situations fell through because she didn’t like the rules they gave her.

Because I know her boyfriend [32M] is toxic, I’ve offer her to live with me a few times, in which she always ended up working things out with him. Today she texted me saying they got in a fight last night and he gave her a bunch of rules she didn’t like, and now she wants to move in with me today.

What bothers me is she denied my offer when I was trying to help her leave him, and now the only reason why she wants to move again is because she doesn’t like his new rules (which are admittedly extreme). He’s given her rules before but she always forgets about them after a day.

I’m nervous about her moving in because she’s messy, and I live in an area that’s primed to bugs. I don’t have any problems because I’m super clean. The other reasons are selfish, such as I need my sleep cause I work at 5 am four days a week, but I feel like I deserve my sleep since I’m paying the bills and would be doing the cleaning. And of course there’s some luxuries of living alone I don’t wanna give up. I also don’t feel like she needs my help at this point.

TL;dr: friend wants to move in with my, which would inconvenience me , but I don’t know how to say no.

Edit: thanks everybody. Just an update and she said once he apologizes in a few days she’ll move back
