GF concerned about breast size. Told her it doesn't matter to me. Please advice on how to approach to this sensitive matter.

Hey so my GF (24) thinks she's not matured enough physically to be married yet. She's concerned about her breast size just because they're a bit small (according to her). I told her multiple times that it doesn't matter. She said she wants to know what to do to get a bit bigger since she isn't a size 32 even. She also doesn't want implants. We're from a brown society as well, so relatives and other people also supposedly had mocked her and bodyshammed her quite a few times. And being from a brown family, she feels that her parents won't allow her to marry till she gets physically matured. I don't know what I should be saying to her or how to approach to this conversation. Please help. Any sort of advice would be helpful.
