Roommate [27F] keeps throwing my [27F] stuff out

I live in a great apartment in a great neighborhood with two roommates and we all generally get along. One however, let's call her Fran, is really OCD and hyper-clean.

I work from home most days and prefer to work in our kitchen area, as there's better light in that space and Internet is really shoddy in my room and rarely works (we've talked to the Internet company about it and I can't remember all the details, but something blocks the wifi in my room and there's nothing they can do about it). Anyway, I've asked both my roommates if they mind me working in the kitchen area and both say they don't have a problem with it.

Our kitchen table is huge and can seat up to six people. When I work I only take up space for one person, so I'm not monopolizing the whole table. And again, I've asked them both if they have a problem with me working there and they've said they don't care.

Sometimes, when I have a really busy day I'll be working until I have to run out the door and I'll leave my laptop or a book where I was working. Again, this isn't taking up the whole table space at all. Sometimes when I get home later, I'll find Fran has moved my laptop to a chair or on top of the fridge. Sometimes she'll move hard drives, which I've asked her not to because if those broke I'd be fucked. Sometime she'll move a book and I won't be able to find it. I've asked her repeatedly not to move my stuff and she's always said sure, but continues to do this. I've been trying to get in the habit of moving my stuff back to my bedroom when I'm done working, but sometimes I'm in a mad rush and I forget.

Anyway, for my birthday my sister got me an antique ET mask because I love that movie. I wanted to put it on display on my bedroom shelf, but I needed to reorganize my room so I left the mask on the corner of our very large kitchen table. The next morning I saw Fran had moved it to the top of the fridge. Okay, whatever. I'll get to it when I organize my shelf.

Cut to a week later. Today I had some free time and reorganized my room. I went to get the mask from the top of the fridge and it was gone. I texted Fran and she told me she had thrown it away.

I have repeatedly told her not to move stuff that isn't hers, and she says she won't and continues to do it. I get that it's annoying when people don't pick up after themselves, but our apartment is actually very clean and I wouldn't consider leaving a book on a coffee table or a laptop on a large table to be leaving a mess behind. But clearly she's very OCD about her tabletops being completely empty.

I feel like I can't live in my apartment. I've asked her repeatedly not to move my stuff if I happen to leave sometime behind, and have been trying to make a habit of not leaving anything around the apartment at the risk of her moving it and me not being able to find it.

Am I being a messy roommate, or is she being unnecessarily tidy? This is the first time she's actually thrown something away of mine.

tl;dr OCD roommate moves my stuff even though I've asked her not to. She recently threw out a gift from my sister because I left it on our kitchen table.
