I (26F) Moved On After My Crush (22M) Said We Were "Friends" and Stopped Talking to Me for Over a Month

I used to see this guy regularly and had a crush on him because he seemed so kind. I agreed to have sex with him eventually and I told him beforehand that I was a virgin, so he was my first. After a while of him visiting me for sex I asked him what we were because neither of us brought it up earlier. I assumed we were FWB and when I asked if we were and he said yes. That shit hurt me to hear and I think he noticed how I reacted so he then told me we are "the best of friends". Skip to some months later where we didn't contact each other at all and I moved on. He messaged me through FB and we started talking again via phone calls and texts. Before he hung up he said "I love you" and I didn't know what to say other than "thank you, that's so nice". Then he asked me if I was going to say it back, putting me on the spot, so I said it back. The second time he called me he again said that he loves me. I don't understand why he's saying it at all, let alone now. I want to talk to him in person about it but I don't want to hurt him. He started off on the wrong foot but genuinely seems like a good person. What do I do???

Tl;dr: A guy I used to crush on told me after sex that we're friends. After we stopped talking I moved on. Now he's saying ILY and I'm confused.
