Daughter (17F) was going to “do things” with a boy (13M) who is too young for her

My daughter came to my husband 2 months ago when she was 16 asking for birth control, he told her to wait and talk to me. When I got home and she told me she was ready for birth control, I asked her who was the boy and she said there was no specific boy but she wanted to be on the pill so she wouldn't have to worry whenever it happened.

We'd pretty much already had "the talk" with her so I wasn't too worried. I wanted to touch on her saying there was no specific boys though, I told her that having sex with people she didn't know wasn't a good a idea and that when I lost my virginity when I was 19 I got really attached to the boy and while he was careful with my feelings, not everyone will, so to be careful choosing. She said okay but was really just eager to pop the pill and get out there.

She's now 17, she came home yesterday with a THIRTEEN year old boy. No. No. No. I told her that it wasn't happening. She said I was overreacting and she was just tutoring him, they went to her room and I was honestly disappointed in her, 13 is way to young and I know she knew.

I went to her room and told her that her dad needed her across the street and I told the boy to go home, they both showed reluctance so I raised my voice and started demanding. Hours later my daughter admitted that intended to “do things” but not PIV and it was “only practice for older boys”.

I'm fucking concerned.

She's also been hanging around a 15 year old boy. But for him she has more of a reason, he is the little brother of one of her friends. Now I don't trust her to not do something inappropriate with him.

What should I do about this?

TL;DR: My 17 year old daughter asked for birth control 2 months ago and yesterday tried to do sexual things with a 13 year old boy. He was way too young and I'm disappointed and concerned. She's also been hanging around a 15 year old boy who is the brother of one of her friends but now I don't trust her to not do something inappropriate with him.
