Is my crush (24M) flirting with me (24F) or just being friendly?

I recently made a cute new guy friend. My friend is convinced he has a thing for me, and I've noticed he's been getting more comfortable around me and has been getting more touchy recently. For example -- pushing me playfully during a soccer game, hugging me when he leaves the bar (and noone else), and yesterday, he noticed my wrist tattoo and proceeded to run his fingers over it. Is this touching his way of flirting or is he just friendly? Are these gestures signs of flirting? Any opinions are appreciated.

TL/DR - guy friend is being touchy and seems to be flirting with me ?
