What are some best ways to improve communication in a relationship?

My struggle in my relationship is that I [27F] find it hard to communicate my feelings.

Sometimes, communicating my feelings “doesn’t make sense” to my S/O [30M]. This leads to feelings of frustration because I feel like I’m constantly reiterating myself to get my point across. And what makes it worst (for me, at least) is the constant back and forth we experience when I’m trying to tell him how I’m feeling.

I am unsure whether I have a communication problem, or he’s just not understanding enough. Or both?

We haven’t found “what works” for us. It seems like every issue has a slightly different way of solving, but is that normal?

TL;DR - I find it hard to communicate with my S/O. What are some things I can do to improve my communication?
